Add ability to delete user files

Add the ability to delete user files. The feature should warn users and make them verify the action prior to deleting user files which contain bills.

Yes, this would be very helpful as well. Would this include bill category files?

Yes, we use the term user files inter-changeably with bill category files. Regardless it means the method by which you can organize bills for reporting and searching.
