Adding multiple bills to user files

When using the number pad, having to add letter (h/s) before each number and a comma after each slows things down (since not on the number pad). Would be helpful to just put letter at start and us + between each number bill.

So you want to be able to enter something like "h+1+25+69+142+568+1025" and hit enter for your house bills then on a separate entry put in your senate bills like this "s+25+102+251+360+458+1026"
